Unable to sign into my moms Apple ID since we sent too many codes

My mom passed away. We have attempted too many incorrect passcodes to access her iPhone. We know her Apple ID and password but are stuck because the 2 factor verification goes to her iPhone, which we can not unlock. I would rather not lose all her data.

My mother passed away and I'd like to download her photos and reset her ipad. I bought the iPad before she passed. Her phone number was deleted when she had dementia so I can't get the two-factor authentication to change her apple ID password. I am the trustee and have a death certificate and her driver's license. A computer store employee told me I should be able to reset the apple ID. The photos are saved in the cloud...also with her Apple ID password. I don't want to reset the iPad and lose the photos but can't use it as is.

Unable to log in to deceased mother's Apple Account on iPad My mom past away, before she did that she changed her passwords so we(kids) could log in on the ipad. Just that she got stuck at the apple account. The problem now is that we cannot log in to the apple account or her email. So password reset is not possible since it sents a email and we cannot look in it. The security questions we cannot answer all right so we do not get past that problem. I tried to put the support app on my ipad but it is to old so does not install. The mac store told me that without the password we cannot use the ipad anymore. It sucks the ipad is still good and my dad would like to use it. How can we fix this problem, is there a email adres from apple to sent some information like the death certificate to be able to log in again ?? Backups must occur before catastrophes. If her data was backed up, it can be preserved. Otherwise it is gone.
