This makes no sense. iTunes is owned Apple. Getting billed by iTunes means you get billed by Apple. They are not separate billing options. When you start a subscription from the downloaded Apps, you get a charge on your statement that will read "apple.com/bill". It used to be "itunes.com\bill" but Apple changed that a while back.

Netflix does not support billing through Apple anymore. You need to subscribe directly with them on their website.

For Peacock and Paramount, just download the Apps on an Apple device, and start the subscription. You will be billed by Apple.

Still does not make sense.

iTunes is Apple's platform. You get charged by Apple.

Not sure what you mean by "I tried going on the web but it brought me back to Apple".

Going where?

If you download an App on an Apple device, and start a subscription directly in the App, it will be charged by Apple using their iTunes platform.

If you are trying to subscribe through the service's own website, it may offer Apple Pay as an option, but that is a different thing all together. That will use any card you have added to the Wallet App, to make the payment using Apple's Apple Pay mechanism. This is still charged directly by the streaming service, not Apple however. As such the subscription will not appear on your Apple ID directly.

Again, if you want to be charged by Apple through their iTunes platform, you need to download the App onto an Apple device and start the subscription in the app. The subscription will then appear in your subscription list on your Apple ID.
