Hello, I recently bought an iPhone second hand and i want to know if the previous owner fully paid off. Is there any way to find out?
If the phone is still on installments on his name and he will not pay it, could the seller block my phone?

Sure, the seller could report the phone as stolen and ask the carrier to blacklist it. You should have determined this BEFORE you purchased a used phone from someone you don't know. If you want to know however, contact the carrier directly and ask them. Don't be surprised if you find out things you should have found out before buying the phone.

Of course the seller can block the phone and no the cellular provider will not give you any details about the previous owner for privacy reasons.

I checked the imei online and the device is not blacklisted. Also i could setup my Apple id in it and the device is unlocked(is not locked in carriers network)

You may be OK. Hopefully, you got an honest seller, who did the right things and won't take advantage of you.
I mean that i want to know if the phone is paired with my Apple id, the prev owner can still mark it as stolen? or if the prev owner has still instalments on this phone, can the operator block it since is paired with my Apple id not his or his number?
