AirPods don't transfer to Mac like they do between iOS/tvOS devices - iPhone, iPad and AppleTV

AirPods don't show up in the Mac Control Center sound outputs.  They do show up in Control Center of iOS/tvOS devices and switch between iOS/tvOS devices as expected.  Any guidance?

Details

• Have attempted with three different pairs of AirPods.  Same behavior for all.

• All devices are:
  • Less than 2 years old
  • Running the latest OS version
  • Logged into the same Apple ID
  • On the same WiFi network
  • Using other iCloud features successfully - files, find my, subscriptions, etc..  AirPods issue is only known issue.

• All devices have been restarted multiple times

• Attempted Mac steps on this support page Switch Airpods Between Apple Devices. Works as expected with iOS/tvOS devices but AirPods don't show up in Sound Outputs area of Control Center on the Mac. 

• AppleTV devices do show up in Control Center of all devices and work as expected - iOS/tvOS/Mac

• Can switch to AirPods on AppleTV devices, but cannot switch to AirPods directly from Mac

• AirPods do not show up in the Bluetooth panel of the Mac Settings app.  Other Bluetooth devices do show up

• AirPods do not show up in the Sound panel of the Mac Settings app.  Other sound devices do show up

• Can pair AirPods directly the Mac, but then they don't show up in Control Center of iOS/tvOS devices

• Only one Mac in use - 2023 Mini (M2)

• AirPods have never appeared on the Mac (except when directly paired).  i.e. this is not a change in behavior

• No sound-related apps running on the Mac
