Why is my iPhone 7 can’t update till date it still on iOS 13.4
i checked for software update but it said is up to date. I don’t understand

Do you have a VPN installed on your phone? If yes, delete it.
Have you ever installed beta software on your phone? If yes, it has to be deleted.
