it seems to require ios 14

if your phone is running that or higher then if it was me then I would restart the phone and try again

You didn't tell us which iPhone you have.

However, if it is an iPhone 5s, 6, or 6 Plus, it cannot run iOS 13 or higher, and that would explain why it cannot run an app that requires iOS 14 or later. The same would go for iPhones released earlier than those three.
