iTunes on my computer hasn't been able to recognize any devices plugged in for a while now. I have uninstalled and reinstalled iTunes and been all over old posts and questions trying to troubleshoot. One thing I noticed is that the preferences in my iTunes doesn't have a devices tab.
Here is my iTunes folder if it helps:

It may be that the reason there is no Devices tab is because your installation of iTunes has not seen a device since you re-installed iTunes.
I would start by looking at why the device is not seen by iTunes (rather than the missing tab).
