Using Apple Pay billing to my Apple card on safari doesn't work

What doesn’t work? I use Apple Pay with Safari on my MacBook Pro and iMac and it works fine. I’m not sure at what step you’re have an issue and what the issue is.

It’s like saying my car won’t work. I can’t tell if the tire is flat, you’re out of gas or has a dead battery.
