Safari cannot be deleted.
There are two ways Safari can disappear…
If you enabled Screen Time or Focus or Parental Controls, turn that off, and check for Safari again.
If those mechanisms were not enabled., either check for Safari in the App Library in the last page of icons, or then drag your finger downward on any page of icons to open Spotlight search, enter Safari into the Spotlight search to search for Safari, and then drag the Safari icon from search results to whichever page of icons you want to include it.
