The "open and Save Panel Service" stops responding when I try to export from the Preview app. The same is happening with all applications when trying to save documents. It also happens in safe mode. I tested with a new administration account and it doesn't happen, but this is not an alternative for me, as I have several python environments in my current profile, which I need for my degree.

Thanks for the replay Old Toad. All my VPN connections are private servers controled by myself or by my employer. I solved the problem with a new installation of the MacOS and a time machine backup.

Unless you're using a true VPN tunnel, such as between you and your employer's, school's or bank's servers, they provide false security from a privacy standpoint. Read these articles: FPubic VPN's are anything but public,, Former Malware Distributor Kape Technologies Now Owns a Number of Public VPNs and a Collection of VPN “Review” Websites and Security Risks: The Dangers of Using Free VPNs (eccu.edu).
That being said, I recommend the removal of OpenVPN and Tunnelblick according to the developers' instructions.
I can't export from Preview app on MacOS Ventura 13.6.6.
