Why can’t I update any of my apps or download any new ones without adding payment information? They are free apps my phone never did this before now I can’t even update apps I used to have unless I have payment info and I don’t have any money, so how can I even it doesn’t make any sense I can’t even get into my Costco account, could somebody help me ???

To use the App Store, you may need a payment method to update or download free apps. That is noted in step 2 of this article:
If you can’t download or update apps - Apple Support
You can continue to use your Costco account by signing into their website and using an App is not required. You will not be charged to download a free app or to update them, but if you are receiving a message about your payment method, then you will need to add one.

There may have been a purchase that was not paid and that could also explain why it is requiring the payment method to download or update apps. It is important to remember that some apps offer Free Trials that will incur a charge if not cancelled 24 hours before the trial period ends.

You can also prevent in-app purchases and free trials by going to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > In-App Purchases, and change it to Don't Allow.

If you are a minor, there is Family Sharing that allows the organizer to share their purchase method. If you are under 13, then you have to be part of a Family Sharing plan.
