Is it possible to share 1 common Apple ID with all the iPhones for a Police Department?

My police department owns several iPhone 14's for use by the police officers. I want to use a common apple id for all of the phones owned by the governmental entity. What's the best solution for this?

To not do that. Apple has a limitation of 10 devices, and using a single Apple ID to deploy apps in a business, education, or government environment is against the App Store terms of service.


You need Apple Business Manager paired with an MDM (mobile device management) platform. Depending on your requirements, your MDM options may be limited, especially if StateRAMP is a requirement.

Then look into MDM platforms that meet your needs.
