Why the 13 year old limitation on Apple Vision Pro

Just asking why the “LIMITATION” on being at least 13 years old to sign into Apple Vision Pro?? Per:

Note: Children under 13 years of age can’t sign in to Apple Vision Pro with their Apple ID. Children ages 13 years and older should be supervised by an adult while using Apple Vision Pro.

Paid a lot of money for a device my kid can’t use!!!
