Photos and videos missing after merging two iCloud accounts

Hi, I have two iPhone with two different iCloud accounts. iPhone A had 192,326 photos and 9438 videos.

iPhone B had 22,681 photos and 2014 videos. So after merging total photos should be 215,007, and videos 11,452.

But currently there's only 214,859 photos and 11,405 videos. That's 148 photos and 47 videos missing!

Here's the steps I did top merge both accounts. I had all the photos/videos downloaded originally on iPhone B. Then I signed out of iCloud and logged into the account of iPhone A. It took a few days while the phone first uploaded all the local photos then later downloaded all the photos from account A. After around 4-5 days after all the photos were synced I noticed that there numbers don't match up.

Is there any way to check which photos are missing and to recover them?
