iPhone offline when cellular data is on

my iPhone 13 pro is off line when I have cellular service enabled and have full service. My phone is showing 4 full bars. I have cellular data enabled for the apps I am trying to use. I also have WiFi turned on but the WiFi symbol is not displayed in the top right corner of my phone. I know that the WiFi i am accessing is working fine because several other devices are connected to it and working just fine. I have turned my iPhone off and back on several times and nothing has helped.
