3UTools is a poorly written hacking program, and even worse when it comes to the stats it reports. Delete it, you are never going to get accurate information from it.

So far you haven't posted anything relevant, your using 3Utools which is known for providing false readings and you posted a screenshot that isn't even your phone.
If you seriously want help, then post something relevant to your issue, like a screenshot of your phone.
Apple has not declared this in any of their Apple Articles, where did you find this out?
Where are you reading the 3076 mAh specification?
Please post a screenshot. Is this perhaps the true rating after the phone has been used a while and the battery has deteriorated slightly?

Nowhere in that screenshot do I see the number 3095 or 3076.
3076 mAh is with 3utools I can't make a screenshot only the picture which cannot be loaded
