I’ve bought a new MacBook m3 14pro and my location is not working at all. Time is not changing , weather and etc. I’ve turned on everything but it doesn’t help

Try to reinstall macOS from scratch on your MacBook Pro with Recovery mode.
Use macOS Recovery on a Mac with Apple silicon – Apple Support (AU)
If it doesn't help, contact Apple Support or take your MacBook Pro to your local retail Apple Store, Genius Bar or Apple Authorized Service Provider to be examined your MacBook Pro there.
