When I press shift and a symbol, the wrong symbol pops up
When I press shift and one of the symbols, a totally different symbol pops up. I have a Mac Book air and tried following another suggestions and nothing has worked.

That sounds like you have a incorrect layout selected for your keyboard input that does not match the physical keyboard and the characters printed on it.
Go to System Settings ➜ Keyboard ➜ Input Sources ➜ Edit, and make sure the correct one is added to the list.
Make sure the "Show Input Menu in Menu Bar" option is turned on, then click on the Input menu icon, and make sure the correct language and layout is set there.

When you check your Input Sources list, as others have recommended, make sure you have only one item on the list, and that the name of that item is US or ABC. Use the minus button at the bottom of the list to remove Spanish and any others.
Go to System Settings->Keyboard, under "Input Sources" click on Edit...
Make sure to select the correct one for you.
Sounds like you've selected the wrong keyboard layout instead of the US English Keyboard.

You seem to have the Spanish layout selected.
As mentioned make sure the correct language and layout are selected in the Input Source menu as I explained above.

Also, can you give a concrete example of what keys you are pressing, what you expected to see and what you get?
If I press shift and 1, I get the correct ! but when I press shift and 2 I get
a” instead of @, 3 gets me • instead of # , etc, they all are mixed up except 1 and 5
