IOS 17.4.1 on 13 pro cant receive calls and other issues

Iphone 13 pro updated to IOS 17.4.1. I can no longer receive calls, IMessage and FaceTime will not activate. I’ve updated my SIM card to my eSIMs, Reset Network Settings, rebooted device, and hard reset, and nothing works. When I go to settings> general>about, my phone asks to “update carrier setting” and I click “update now.” I get prompted twice and after clicking update now, nothing happens. The main issue is, when someone calls me, it goes straight to voicemail. I am able to call, send and receive texts and data works. I’ve shut off iMessage and FaceTime, rebooted device and turned them back on and it just stays at activating. I’ve tried everything but a factory reset.

My husband is going through the same issue. His iPhone 14 automatically updated overnight and in the morning nothing has worked since. We’ve tried everything, and the carrier says it’s not an issue on their end either. I have an iPhone 14 with the iOS 17.4.1 update and it’s working fine (thankfully) After spending 2 hours with Apple support on the phone they say to take it into a store to get it looked at. So disappointing to go through all of this and not be able to use his phone at all.

If you cannot update your carrier settings automatically try and update them manually


  1. Make sure that your device is connected to Wi-Fi or a cellular network.
  2. Tap Settings > General > About.
  3. Follow the onscreen instructions to install your carrier update.


If this is not working please restart your iPhone and then try again.


If this is also not working I would contact your carrier, maybe there is something wrong with them pushing the update to your iPhone.

My son’s phone is also 13 pro and since the update has not been able to make or receive calls. He even has bars showing that he has service but it still says called failed and all his messages are green instead of blue. We have talked to both AT&T and Apple support and have no resolution. We were told to schedule an in-store appointment to have his phone looked at.
