After downloading and installing iOS update Wi-Fi toggle is greyed out

I just downloaded and installed the latest IOS update and the WiFi toggle switch is greyed out. I saw another post where someone hadn’t agreed to the terms and conditions. When I tried to “backdoor” fixing it I tried enabling WiFi calling and it finish because I hadn’t agreed to the terms and conditions. Does anyone know where I can find the place to agree? I’ve tried resetting the phone, done a hard reset, resetting the wifi connections. Nothing seems to be working.
