Apple balance not letting me add to wallet

I recently bought two 25$ giftcards which were redeemed into my apple account. I was planning on using this money for an in game purchase, but had to add the apple balance to my wallet first. When I did so, it showed me a notification saying “Your apple account balance cannot be added at this time.” I am not asking on how to add apple cash, I am strictly focusing on the apple balance. I have looked at other questions and replies and none of them have given a solid answer to fix this.
