Only Activity Monitor.
To avoid the question / answer and question answer scenario
Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.
Safe Mode will also eliminate Third Party Software, extensions and drivers from loading. It will only load the Minimum amount of Core Apple Processes to allow the the computer to function at a reduced Level of Performance
Does the issue present in this mode ?
Sometimes a Safe Boot followed by a Normal Boot will just put things right.
If not - there could be something in the main User Account playing up. To further isolate this - Set up users, guests, and groups on Mac. Then log out of the Main User account and log into the dummy account and test again if the issue persists.
If the issue is present in the dummy account - then, this appears to be a System Wide issue on the computer.
Download the Application Etrecheck ( External Link ) directly from the Developer.
The Application is Not a " Silver Bullet " and is only a tool to examine the Hardware / Software used on this computer
This is a Diagnostic Tool that makes no changes to the computer Hardware / Software used on this computer
The application is free or paid from added features.
The Report will Not Reveal Any Personal Information.

I have uninstalled the third-party cleaning tool, but the issue persists.
Thank you for the updated information
I feared there might be a Disk Cleaner installed and used on this computer
This will include CleanMyMac , aka “ BrickMyMac “
The above CleanMyMac is often the most seen application used but there are others
Part 1 of 2
Specific to CleanMyMac aka “ BrickMyMac “
To put the CleanMyMac in context and the damages it may have or has already done.
This application can or will Muck Up your User Account ( Home Folder ) of this machine.
It does not touch the Operating System itself unless you consider your User Account ( Home Folder ) as part of the Operating System
Then in that specific context - it has Mucked Up the Operating System
Part 2 of 2
The steps in #1 below is predicated on the Offending Application has been Removed as per the Developers Specific Instruction
# 1 Some Contributors suggest restarting in Recovery Mode and choosing to Reinstall the Operating System over the existing installation.
This may or may not replace elements of the Entire Operating System including the Home Folder ( User Account ) and replace any corrupted or removed elements of the Operating System and make things right.
#2 - Then there are Other Contributors ( like myself ) would suggest from this link Use Disk Utility to erase a Mac with Apple silicon.
For Intel computer >> Use Disk Utility to erase an Intel-based Mac followed by How to reinstall macOS
Thereafter to start from scratch and install all Required Application directly from the Apple Apps Store or Directly from the Developer.
If going this route - I suggest Not using Startup Assist to migrate things back as this will probably Re-Introduce the existing issue that existed when the TM Backup was made
Purchasing or No Purchasing the Pro version of Etrecheck, I suspect is not going to solve the ongoing Activity Monitor issue.
As has been alluded to earlier " accumulated effects from the Disk Cleaner " .
It can also be that the computer of 2019 needs the Serviced by Apple or Apple Authorized Service Centre
This is based on previous finds for the Run Time of 4:41 minutes for the application to perform its analysis of the computer coupled( could be a drive issue ? ) and with the degenerated state of the battery
Have the computer evaluated by the Professionals who have the Special Hardware Software and Expertise to diagnose the issue and offer possible solutions
Make an Appointment at the Apple Genius Bar or call 1 800 MyApple and have them evaluate the computer
Other location call Centres
Contact Apple for support and service

Any Third Party Applications that will interfere with the normal operation of the OS, is an invitation for disaster.
Any of the below should be removed as per Developers Instructions
Disk Cleaner
Third Party Security Software
If the above applies , do as suggested and remove the software
Once done, Test if your normal User Account functions in a Normal Boot
If still issues with Activity Monitor persist, post back for addition suggestions
Every computer that has at least One User Account
Will have a User Account Folder ( Home Folder ) that is Created by the Operating System when it is First Setup.
By virtue of the Operating System ( Sonoma ) creating the User Account.
The User Account Folder becomes part of the Operating System

Thank you. Can I try Etrecheck before proceeding with your advice? Is Etrecheck a safe tool?
Welcome
To put is simple language - Yes safe
We would not suggest using anything that would harm the computer or reveal any person information
Doing so would be a Break of the " Apple Support Communities Use Agreement " that we All , including myself, agree to abide by when using the Apple Support Community Forums.
Further, an beach of the agreement would or could be be moderated by the Apple Moderators of these Forums
At one time there was an Etrecheck Application available on the Apple Apps Store.
Due to certain constrains place upon the Developer by APPLE, the developer chose to remove it from the Store and make is available Directly from them.
This specific application is well known, on these Forums, as a Go To for trouble shooting and avoiding all the question / answer and question / answer to finally get the issue pinned down.
It is also known and reported by Reliable Sources that, sometimes APPLE SUPPORT has invoked using this same Developer Distributed Version of Etrecheck application to trouble shot computer issues
Lastly - should you decide to use and post the Report now or at a later time, we are willing to have a very close look and offer some insights
Thank for the report
I do not think the issue with Activity Monitor is cause by 1 process but rather the accumulated effects from the Disk Cleaner that has caused some of the issues
Coupled with the finding in below including the condition of the battery, applications set to Launch when the computer is first started and lastly Google Chrome
Runtime: 4:41
Performance: Below Average
Low performance - EtreCheck report took an unusually long time to run.
A - The runtime for Etrecheck application seems excessively too long. A more normal runtime would be about 1.2 1/2 minutes versus 4:41 minutes. This is not a good indicator of the health and configuration of this computer
High battery cycle count - Your battery may be losing capacity.
Battery: Health = Normal - Cycle count = 802
A - The battery is showing signs that it is loosing capacity . The battery approaching the threshold Apple quotes as 1000 Full Battery Cycles or 80% Capacity before the battery needs servicing or replacing. Sometime to keep your eye on.
Clean up - There are orphan files that could be removed.
Clean up:
/Library/LaunchAgents/com.microsoft.OneDriveStandaloneUpdater.plist
A - Did you use the option Cleanup from within the Etrecheck application ?
User Login Items:
1 - Evernote Login Helper (App Store - installed 2024-04-04)
2 - Google Drive (Google LLC - installed 2024-04-04)
3 - GRLoginHelper (Grammarly, Inc - installed 2024-04-11)
4- Loom (Loom, Inc - installed 2023-08-26)
5 - Slack Login Helper (App Store - installed 2024-04-04)
6 - Trello Login Helper (App Store - installed 2024-04-04)
7 - FigmaAgent (Figma, Inc. - installed 2020-10-07)
A - Would suggest removing some or all of the above from your Login Items in System Setting >> General . Only have applications in here that are absolutely Required

A - Not something some user like to hear but Google Chrome is well documented as a Memory /Energy / CPU Hog . Judging from the numbers in above confirms Google Chrome is doing what it always does
A - May consider using www.brave.com Browser which is Google Chrome without the Google Baggage

What else on the computer crashes ?
Only Activity Monitor or other Core Application too ?
I logged in using safe mode yesterday, and the activity monitor worked. I then logged in to normal mode, and the activity monitor worked.

Thank you for your feedback.
You said: "It does not touch the Operating System itself unless you consider your User Account ( Home Folder ) as part of the Operating System".
My question: How do I know whether my User Account is part of the Operating System?
Thank you for your review.
Q: Clean up - There are orphan files that could be removed. Clean up:
/Library/LaunchAgents/com.microsoft.OneDriveStandaloneUpdater.plist
Did you use the option Cleanup from within the Etrecheck application?
A: No, there is no option to clean up. There is a button "Review". When I click the button, it takes me to the Report page. Should I need to buy EtreCheckPro "Power User package" to clean up? Once I clean up the file would my Activity Monitor work?
Only Activity Monitor.
I have uninstalled the third-party cleaning tool, but the issue persists.
