When you delete a message it goes to a recently deleted folder, where it remains for 30 days, before being permanently deleted. If you didn't empty that folder and it has been less than 30 days, open the Message app and tap Edit in the top left corner. If there are recently deleted messages tap Recently Deleted and look for the message and restore it.

YOu say your phone is using iOS 13. You need iOS 16, iPadOS 16.1, or later to recover deleted messages and conversations. You can only recover messages and conversations that you deleted within the last 30 to 40 days.
If you were using a mobile device OS version prior to 16, were using iCloud with Messages and deleted them, they are gone permanently. If you were not using iCloud with messages you may be able to restore them from a backup but only if you are prepared to revert the entire contents of your device back to the time when the backup was made. Recovering Deleted Messages:
Some things to Consider:
A. Restore from Today's Backup:
Restore your iPhone from a backup of it that contains these messages, and you could recover them. Note that the backup needs to be of the same iOS as what is currently installed, as you cannot downgrade to an earlier iOS version.
B. Check Messages App:
If messages was enabled on your iPhone along with your Apple computer, then check and see if the Messages app is enabled on your Mac to see if it exists in it. You'd start up your Mac, not connecting to the Internet, and open the Massages app. Then proceed from there with retrieving it. Important: Be certain you do not connect to the Internet while booting up, as syncing would delete it. So, power off your router to avoid the connection.
C. Look for Screenshots:
If you ever took screenshots of these messages, then that would something to look form.
Elsewise, if they're gone, they're gone. That's just the way it is :(
