Asks for password over and over

When I try to download an app the install button pops up and then asks for the password. I enter my password, it gives me the checkmark, then I see the circle spinning for a couple seconds and then asks to install again, enter password again and just repeats that loop.

I have tried restarting, updating password, it happens on wifi or cellular, I have tried everything and nothing works.

Password Loop:

If you're entering the password incorrectly too many times, then you'd likely be locked out. You if you are not getting locked out then it is just in a loop. So, contact Apple Support, seeing if there is an issue with the app. Go here: Contact Apple for Support and Service - Apple Support

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
