Not recognizing older ISO 9660 CD

Running 14.4.1 on an iMac Pro. The system does not recognize an ISO 9660 CD when inserted, and offers to Eject or Ignore.

I can choose Ignore, and then in a Virtual Box running Linux mount the CD and read it.

I can see in /System/Library/FileSystems that the cd9660.fs plugin exists and has a 21 March 2024 date.

I can read the CD after I use the Terminal to issue a mount command. So I can read my CD, it is just that the system will not recognize the file system and issue the mount automatically.

Is this a "feature" of newer macOS versions, or a bug?
