Apple “Payment method declined” yet the charge was made

I was trying to add money to my Apple credit, 30$, but it put a message saying “Payment method declined” yet it still charged me the 30$ and I removed and re added the payment method, still no fix, anyone can help me?

Contact the bank that issued the payment method you used. Their phone number is usually on the back of the physical card.
