MacBook Pro | Overheating + Fan Speed

I have a 2019 MacbookPro

The Problem:

-Running slow; just with a few tabs open the computer freezes, and is very slo

-overheating; computer gets hot just from using it, no matter if just one safari tab is open

-fan running at max speed; fan starts going from the moment it turns on, sometimes it will level off and I can use the laptop just fine, 80% of time the computer is running in overdrive for things it should be able to handle no problem

Attempted Solutions:

-The battery life cycle was at 1100, so I replaced the battery thinking for sure that was the issue. The new battery did not solve any issues

-Cleared 'Printers & Scanners' - I saw this caused some issues for others, I cleared the memory for printers

-Empty Cache / Trash / History

-Activity Monitor; quit everything in activity monitor, nothing out of the oridnary shows up thats taking a significant % of GPU

If anyone has any insight or other options I can try to fix my computer, please share below. Any advice is much appreciated.

Thanks

On an Intel Mac try both

resetting the System Management Controller Reset the SMC of your Mac - Apple Support

resetting NVRAM/PRAM Reset NVRAM on your Mac - Apple Support

unplug all non-essential peripherals and test

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS
