Why does Apple directly charge $ 100 more than Amazon,BestBuy,etc for the iPad 10th Generation with 256 GB and wifi only ?

Resellers are free to set their own prices. There are laws that prevent Apple (and other manufacturers) from controlling the prices that resellers charge.
There are many reasons that a reseller may offer a lower price or a sales price, including such things as setting prices that will draw customers to the store where they may make other purchases, being overstocked, msking money on sales of insurance or other products along with the sale of the iPad, etc, etc.
