Bit Rate of files imported to Apple Music for Windows

I have a set of 125~128kbps and a set of 47~48kbps m4a music files, all in the same folder. When I use "Add Folder to Library", it only imports the 125~128kbps files and ignores the lower bit rate files.


If I copy all the files directly into the "Automatically Add to Apple Music" folder, in "Apple Music/Media", Apple Music will separate the 47~48kbps files into a "Not Added" folder and does nothing with them.


Is there a limitation on the bit rate of m4a files that can be imported into Apple Music on Windows?

Extract from iTunes Match:

“Ineligible: Your computer isn't authorized to play this song or the file type can't be added to iCloud Music Library. A song might be ineligible if it wasn't purchased from the iTunes Store or was purchased using a different Apple ID, or if the song file is larger than 200 MB, is longer than two hours, or was encoded at 96 Kbps or less.”


I must admit that I thought that low bit rates could still be add to your library nut would not be uploaded or matched and would show iCloud status as “ineligible”.
