iPhone still receiving calls when cellular data off, wifi calls off, roaming off. WHY???

iPhone still receiving calls when cellular data off, wifi calls off, roaming off.

My carrier is charging me for roaming even though I have turned everything off on my phone.

iPhone 14 with iOS 17.2.1

Cellular Data = Off

Roaming = Off

WiFi Calls = Off

Connections to other devices = Off

Personal Hotspot = Off

When someone calls from another phone the call comes through.

The home network should be showing that this phone is out-of-area.

This is costing serious moolah!!!
