How to paginate a pdf

I need to submit a paginated pdf to a government agency but it doesn't look as if Preview has that option. Is there another way?

By paginated, do you mean page numbers? Otherwise, a PDF generated from any word processing application will automatically paginate and if that application is applying page numbers to the word processing document, those too will be written into the PDF.


If you have a PDF without page numbering, and that is required, then you need to apply page numbering in the source word processing document before saving/exporting to PDF. Otherwise, you would have to purchase a PDF editor and hope it can paginate the PDF. Neither Apple's Preview, nor Adobe Acrobat Reader are PDF editors — only readers.
