I am trying to decide which one to get for my wife. She is going to be doing basic browsing, games and running her silhouette design program. I am looking between the M3 15' with 16GB/516SSD Air or 14" M3 Pro with 8GB/516SSD and can't really decide which one to get. I need help with which one will work and give her the best option for her Mac to run smoothly.

I would suggest checking the system requirements for the silhouette design program. If the vendor has "minimum" and "recommended" requirements, treat the "recommended" ones as the real minimum.
Will your wife want to use two external monitors with the lid of the notebook open? The M3 MacBook Airs, and the versions of the 14" MacBook Pro that have the 'base' M3 chip, don't support that. MacBook Pros with the M3 Pro and M3 Max chips have better video support.
