If someone changed your iCloud password, then that means that your Apple ID password has been changed and your lost device now can be used by that person. You will have no control over it. What you can do is report it lost to your carrier and the local police.

Have a family member or friend look on find my but if someone around you that you trust isn’t able to track your phone because you didn’t share your location with them then ask to sign into an iCloud account so you can track your phone. The ping button also works good.
