when trying to add credit card to apple pay, it does not allow me and say "your account cant be added with card", any thoughts?

Your card issuer determines what devices and users are “verifiable.”
Your particular issuer might have more rigorous controls and safeguards - relative to other issuers - re: installing your card on other user’s AppleIDs.
Suggest you contact your issuer to discuss.

actually this is my daughter phone i'm refering to.
i trying to add the same card to my phone and all worked perfectly.
also my daughter is over 13 so there shouldn't be any problem in my region with this age.
