I bought refebrished a pair of air Atuvos tag but i can not connect because it is connected to another apple id, how i can find another person and send a message to remove and cancel his/her apple id for reste my airtag?

There is no way to contact the original owner, and Apple won't be able to assist you with this either. Resetting the AirTag will not remove the previous owner's Apple ID.
I second -Bubba-'s recommendation to return this tag for a full refund.

Return them from where you purchased them, if possible. They're unusable if not properly reset.
