Is there any way that windows is able to be installed on a Macbook Air with an Apple M1 chip?

Yes, by using a virtualization program such as Parallels. Windows can't be installed on a partitioned drive like with an Intel Mac (while there is a version of Windows for ARM that could technically work, it's through the Windows Insider Program and hasn't been released for use with Apple Silicon).
