How can I resolve a payment decline issue for Apple Music subscription?

I tried buying an Apple music subscription but it said my payment method was declined and it showed my amount in apple cash with the word verify next to it in red. Then it also said "This card could not be foudn in your wallet." I already verified my apple cash and I tried turning it off and on, nothing worked!
