Apple is doing no such thing. If you are 11, you should have a parent who approves purchases for you on your iPhone. One of your parents, should be using Parental Controls with Ask to Buy.

As you are not above 13, you cannot use Apple Cash. The only way to use Apple Cash if you are 11 is to be under a Family group. (Click here for instructions on how to create a Apple ID for a 13< user). Once those steps are complete, click here for instructions on how to set up a Apple Cash Family Account
PLEASE NOTE: To my knowledge, you do not need to delete your Apple ID account. Go into your Settings < Personal Information < Birthday < Edit to your real birthday < Continue to the first link
