How do I stop apps from re-download without permission?

My son can re-download TiKTOk without permission ? Who made that rule?

You can, however, block all app downloads from the Store which should fix it. That would work. Did you try asking Apple Support about it, though? I fail to see any commercial sense behind Apple actively undermining their own system of parental controls just to 'outsmart parents'. After all, it's typically adults purchasing these devices, not children.

You could potentially give the app a limit of 1 minute, too- while not technically blocking it, it's better than nothing.
