Before you buy an iPhone, iPad, or iPod touch, from someone other than Apple or an authorized Apple reseller, make sure that the device is erased and no longer linked to the previous owner’s account. Follow these steps to check if the device is ready to use:
You will know that a device is ready for you to use when you're asked to "Set up your iPhone," “Set up your iPad," or “Set up your iPod” the first time you turn it on.
As for the iPad model that you choose, you would be best advised to only consider an iPad that is at least capable of running iPadOS 17.x - as this minimises the risk of encountering Apps that you wish to use that are not compatible with earlier versions of iPadOS.
For information, here is a full list of the highest version of iOS supported by the older and current models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:
32-bit devices (obsolete)
