If the iPhone is not powered on or connected to a network, it can't be tracked, unfortunately. Usually thieves are pretty smart and once they steal an iPhone, they immediately power it down or put it in a Faraday bag, so it can't connect.
See what your options are here, but be advised, the vast majority of stolen devices are rarely recovered --> If your iPhone or iPad is lost or stolen - Apple Support
Do NOT remove the device from your account. If you do that, you will unlock it so they can set it up themselves or sell it. Do NOT respond to any messages you receive purporting to be from Apple saying your phone has been found. They are clever scams from the thieves, hoping you will enter your user ID and Password, letting them erase the phone. Apple NEVER sends such messages. And don't be surprised if they try to intimidate you by threatening to hurt you. They can't. They just want to scare you into doing what they want.
And immediately contact your Carrier and ask them to blacklist the phone so it can't be activated on any network in the future.
