Why won’t my Apple Cash work

I tried paying for something in a video game and I have money in my Apple Store account and it won’t let me spend when I have money in the account.

Pending payment but I have enough funds and now I can’t use my Apple Cash I purchased a $10 item on an app a couple days ago. I had recently added $20 to my Apple Cash so I had more than enough to get it. When I bought it it gave me the item right away but apparently it never charged me. Now I am trying to buy something else with my Apple Cash and it keeps saying declined just because I have a payment pending which doesn’t make sense because I had more than enough to buy it. This makes no sense and is extremely annoying because it won’t let me use my Apple Cash for online purchases.

Why is my card being used instead of Apple Cash for app purchases? I switched from Android to Apple a few weeks ago, and everything seems to be going fine. Until I try to make a payment in any sort of app(mainly games). The payment method is Apple Cash, and I’ve double checked this multiple times. But despite that, it still takes money from my card, which was on my samsung phone before, but the card isn’t even registered on this phone. Do you have a credit or debit card in your account? Apple may require a credit or debit card as proof of age for age restricted content and other reasons they don’t disclose.
