iPhone 12 not recognized by Apple Devices app on Windows 11

I am currently running iOS 17.4.1 on my iPhone 12 and Windows 11 Pro version 23H2. Whenever I connect my iphone to my PC it is recognized by my PC, but whenever I open the Apple Devices app it will detect my phone for about 10 seconds and then disappear and the app just sits there. I have tried restarting my iphone, restarting my pc, uninstalling the app and reinstalling the app again, but nothing is working. I might be able to get it to work once or twice a week, but most of the time my phone either won't be recognized by the app or it will recognize it for a few seconds and then go away. Having to use Apple Devices to sync my phone has been extremely frustrating and I rarely ever had this issue when using iTunes.
