Verify that Use Play History is still set to āOnā in the appās Settings.
Else try signing out for your Apple ID, then immediately sign in again, to refresh the account settings.

Another user (mygreensocks) suggested this procedure from Roku Support staff, which reportedly helped several users.
Else try the Network Connection Reset, as mentioned by user Jarieta.
If the issue persists after that, then please contact the Apple Support staff for further assistance.

Had the same issue.
Disabling IPv6 (which you can do in System Setting/Network on the Mac, but must do at router level for the Apple TV, and probably on other devices such as smart TVs) solved it.
Connecting through a VPN (which happened to prioritize IPv4 over IPv6) or connecting to my neighbors' WIFI (with their agreement, their network is IPv4 only) also solved it.

Please send feedback to Apple on Product Feedback - Apple so they get aware of the problem.
IPv6
Roku devices on Roku OS software 12 or later support IPv6. Some services (apps) may choose to prefer or only support IP4 anyway, which is fine, as both protocols would be active simultaneously. The Apple TV app on IPv4 devices would get streams and other communication over IPv4.
IPv6 can be tunneled over IPv4, and IP4 can be tunneled over IPv6, as handled by a somewhat modern router. I donāt think that IP protocol is an issue here.
