As Apple users, like yourself, in the community, we only have the info. you provide in order to help troubleshoot.
Verification is usually done by your bank or card-provider, not by Apple. So it is wise to check there first. Example:
✽ The payment method's provider may not be verifying (international?) payments to Apple,
or
✽ If you have disputed a charge from Apple, you may need to authorise the provider for payments to Apple again
✽ You may need to check the payment method you use has not expired, or needs updating to a different method.

✽ Apple requires you have a payment method on file for the first time you use the App store or iTunes, even if you only download free items: How to: Add a payment method - Apple Support

✽ Check you are signed in (to your device or Mac) with your Apple ID. Sign in with your Apple ID - Apple Support

✽ If a message says 'billing problem with previous purchase' or 'verification required' - Apple Support
