"The operation can’t be completed because “(folder)” needs to be downloaded." Error Message

I wanted to keep all of my files on my laptop instead of the cloud, so I did the following based on what I read online: I downloaded the contents of my desktop and documents folders on the iCloud into local folders on my laptop. Then, I turned off Desktop and Documents sync in my iCloud settings. Finally, I moved the files I downloaded into the desktop and documents folders on my laptop. However, I now get the previously mentioned error message every time I try to move or delete a folder in my desktop or documents. I've already tried changing permissions for specific folders or the entire desktop folder, or simply restarting the laptop, but nothing seems to be working so far. If it helps, I have a 2021 14-inch MacBook Pro on Sonoma 14.3.1. Any help is appreciated! TIA

System Setting >> User Account ( Top Left User Account ) >> iCloud Drive


Click on iCloud Drive


Secondary windows opens


Turn Off the appropriate setting
