Cloud Music Library stuck updating and I don't have a subscription

My Music app on my Mac is showing a message saying it is loading my Cloud Music Library and it may take a few minutes. It has been stuck like this for hours, but I no longer have a subscription to Apple Music. I have tried to turn off the library, but I don't have the option to do so - General preferences does not have the option shown on previous suggestions - just Show; Apple Music, iTunes Store, Star Ratings, Songs list tickboxes.

I don't want to resubscribe as I only use it to listen to music I already have and only very occasionally get anything new, and it's cheaper for me to just buy that music as and when I want it.

How do I make it stop trying to load a Cloud Music Library that apparently doesn't exist?
