I want to unblock a contact but it's not appearing in list of blocked numbers?

Are they in your contacts? If they are, open the contact, tap edit, then at the bottom, tap unblock.

Unblocking a Contact:

Are you using any third-party security apps? If so, that may be what is blocking this out. So, look in your filter list on that app, and remove the number. Oh, and keep security software off of you Apple products.
