For reference, I’m using iPad Pro 2nd Generation with IOS17.4.1. I’d like to be able to copy the image subject from safari images into GoodNotes or even do the same thing from the photos app. Any feedback would be appreciated!

Presumably you refer to the iPadOS16/17 feature for automatically clipping a subject or object from an image. The second generation iPad Pro does not support this feature.
Along with some other new elements of iPadOS functionality, this feature is not available for all models of iPad that support iPadOS 16/17 - as specific system hardware (CPU/SoC and RAM) capabilities are required.
