When I open Safari on Mac Studio the focus is always on the tab furthest to the left, not the most recent

I'm using Safari 17.4.1 on 2023 Mac Studio. I have a number of tabs open and when I opened Safari it always used to have the focus on the most recent tab I visited, but for a few days (maybe longer) its focus has been on the furthest to the left (which is often the oldest tab)

If I move the tabs around whatever is the tab on the left of the group is the one that is in focus the next time I start. I've cleared cache in Safari but this hasn't made any difference.

Is there a way to control this? I suppose it's only a minor inconvenience, but it means every time I open the browser I have to make one extra mouse click to get back to where I last was.

I also tried deleting the preference files for Safari but that didn't make a jot of difference.

I messaged Apple support and they suggest that the only thing to do is reinstall the Mac OS - that feels a little heavy handed to me, and having done this a few times before over the years I'm going to wait until it really ticks me off/I have half a day to waste before resorting to this.
